US throws Nvidia a lifeline while choking off China's chipmaking future

The Biden administration's new rules restricting China's access to U.S. artificial intelligence chips have also provided a potential lifeline to Nvidia, Intel, and Advanced Micro Devices (AMD) to maintain their business in one of the world's largest chip markets. The U.S. Bureau of Industry and Security (BIS) stated they are open to the semiconductor industry's suggestions for continuing to ship AI chips to China for small and medium-sized systems. The rules aim to prevent China from using American chips to build supercomputers that could be used for military purposes.

The new regulations also hinder the most capable Chinese competitors of Nvidia, Intel, and AMD, making it nearly impossible for Chinese startups Moore Threads and Biren to have their designs manufactured using advanced chipmaking technology. Furthermore, the rules restrict the export of advanced chipmaking equipment, known as immersion deep ultraviolet (DUV) lithography machines, to China if they contain any American parts. This move is expected to constrain China's ability to expand advanced semiconductor manufacturing for many years.
